California is the first state in the nation to establish a specialized NO MORE license plate to fund local programs in the fight against domestic violence and sexual assault.

Assemblymember Jimmy Gomez (D-Los Angeles) authored and successfully passed Assembly Bill 2321. With its passage, AB 2321 created the first-in-the-nation California Says NO MORE license plate and established a domestic violence and sexual assault prevention fund, which will be financed through license plate purchases, and support domestic violence and sexual assault awareness and prevention efforts throughout the state.

What is the California Says NO MORE License Plate?
Assembly Bill 2321, authored by Assemblymember Jimmy Gomez (D-Los Angeles), established a domestic violence and sexual assault prevention fund and tasked the California Governor’s Office of Emergency Services (Cal OES) to apply to the DMV to sponsor a Domestic Violence (DV) and Sexual Assault (SA) Awareness License Plate. With its passage in 2014, AB 2321 created the first-in-the-nation Domestic Violence and Sexual Assault license plate and established a domestic violence and sexual assault prevention fund. Funds derived from license plate purchases will be used to support Domestic Violence and Sexual Assault awareness and prevention efforts throughout California.
How does the California Says NO MORE Plate work?
DMV requires Cal OES to collect 7,500 paid reservations before the plates will be put into production. Your payment will be deposited into a separate bank account until the 7,500 paid orders are received. Once the goal is reached, those funds will be turned over the DMV for processing. Production of the first plates takes approximately 8 – 12 months from the time the goal of 7,500 orders is reached.
How much do the Plates cost?
The fee for the special license plate is in addition to your regular registration fee. The annual fees are as follows:
  • Sequential (6 letters and numbers selected randomly or 5 letters and numbers selected randomly for motorcycles) - $50 for the original order; $40 for the annual renewal.
  • Personalized (6 letters and numbers or 5 letters and numbers for motorcycles, selected by you) - $98 for the original order and $78 for the annual renewal.
  • Exchange – (If your current personalized plate consists of 6 characters or less, you can exchange it to the California Says NO MORE License Plate) - $98 to exchange; $78 annual renewal.
Can I reserve a California Says NO MORE License Plate for my motorcycle?
Yes. Be sure to check the box marked "Motorcycle" on the reservation form. (Please note: If reserving a personalized California Says NO MORE license plate for a motorcycle, there is a 5 character limit)
Who may reserve a California Says NO MORE License Plate?
Anyone may reserve a California Says NO MORE License Plate. However, the plate must be placed on a currently registered vehicle when assigned.
How do I reserve a California Says NO MORE License Plate?
To reserve a California Says NO MORE License Plate, you must:
  • complete the reservation form online
  • pay the fee
Can I submit my reservation by mail?
No. At this time purchases can only be made online. Please click here to place your order.
What will you do with the information provided on the reservation form?
Cal OES will not share or sell your information. However, information will be provided to DMV as required. Once 7,500 paid reservations are received, we will notify you via email and transfer your information to DMV. DMV will produce and distribute the plates.
When Cal OES receives 7,500 paid orders, will I have to pay any additional fees to get the plate?
No additional fees will be due when distributed, however, when registration renewal fees are due, sequential plate renewals are $40 and personalized plate renewals are $78.
Where will the money go?
The Domestic Violence and Sexual Assault Violence Prevention Fund will be used to support domestic violence and sexual assault awareness and prevention efforts.
When will I get the license plate?
Cal OES anticipates receiving the 7,500 reservations by April 30, 2016. After we reach this goal, it will take approximately 8 – 12 months for DMV to produce and distribute the license plates. Your help is needed to reach our goal and to put the California Says NO MORE License Plate on the road.
How will I get the license plate?
If you reserved the "sequential" plate, your new California Says NO MORE License Plate will be mailed to the address the DMV has on file. If you reserved the "personalized" plate or requested a conversion, you will be notified by mail when your plate is ready to be picked up at the DMV office you indicated on your reservation form. You will need to take your current plate with you and exchange them for your California Says NO MORE License Plate.
What if Cal OES does not receive 7,500 paid orders?
If the 7,500 paid reservations are not received, you will be given the option to receive a refund of your payment or give Cal OES another year to reach the goal of 7,500 paid orders.
If I am buying a new car, can I get a California Says NO MORE License Plate instead of the standard-issue one?
No, the California Says NO MORE License Plates are not yet being produced. Therefore you would need to register your new car, truck, trailer or motorcycle as usual. Afterward, you can order a California Says NO MORE License Plate. Once Cal OES has collected 7,500 paid orders, DMV will begin the production and distribution of the license plates.
If I lease my car, can I reserve a California Says NO MORE License Plate?
Yes!
Can I reserve a California Says NO MORE License Plate if I have a disabled plate?
Yes, but only in lieu of the Disabled Person or Disabled Veteran plates. In such cases a Disabled Person parking placard must be displayed in the vehicle to receive the parking privileges.
If I have personalized plates already, can I keep my configuration and switch to the California Says NO MORE License Plate?
If your personalized plate has 6 characters or less, you can keep your configuration and convert it to a California Says NO MORE License Plate. This would be considered an "exchange" order.
What if I change my mind after I order a license plate and want my money back?
If you change your mind before the 7,500 paid orders are received, we will refund your entire reservation amount. Please contact NoMorePlate@caloes.ca.gov
If I wish to cancel my reservation after the DMV begins producing the license plate, can I change my mind and get my money back?
No. Once the 7,500 orders have been received and the funds are transferred to DMV, Cal OES will not be able to refund money. However, after one year when your registration is due for renewal, you may choose not to renew the California Says NO MORE License Plate and DMV will replace them with standard plates.
Why do I need to list my DMV office?
If you reserved an "original sequential" plate, your new California Says NO MORE License Plate will be mailed to the address the DMV has on file. If you reserved "original personalized" plates or requested a "conversion" plate, you will be notified by mail when your plates are ready to pick up.
Can I submit my reservation directly to DMV?
No. Cal OES must first collect 7,500 paid orders independently of the DMV.
How is Cal OES involved in the California Says NO MORE License Plate?
Per State law, a Special Interest License Plate must be sponsored by a state agency. Cal OES currently receives State and Federal funds that are distributed to Domestic Violence and Sexual Assault Centers in California. However, funding for prevention and awareness efforts are limited. Funds derived from this specialized license plate would supplement the existing programs funded by Cal OES.
How will my order be fulfilled?
Your CA Says NO MORE license plate will be issued approximately 10 to 12 months following receipt of 7,500 pre-paid orders. Sequential plates will be mailed directly to customers at the address provided on the on-line order form. Personalized plates must be picked up at the DMV office selected on the on-line order form.
